I just found an error

http://www.cpanel.net/plugins/devel/install.html

Uninstalling Plugins

If a Plugin is no longer needed, it can be uninstalled with the following command:

* /usr/local/cpanel/bin/unregister_plugin

There is no such file
/usr/local/cpanel/bin/unregister_plugin

It should be
/usr/local/cpanel/bin/unregister_cpanelplugin
